The statement of the Federal Service for Military-Technical Cooperation (FSMTC of Russia) to the media about the transfer by the Republic of Bulgaria of the missiles for S-300 air defence missile systems to Ukraine

It was published in the media that the National Assembly of the Republic of Bulgaria has approved the transfer of the missiles for S-300 air defence missile systems to the Kiev regime.

Throughout the history of the bilateral relations the Soviet Union and, subsequently, the Russian Federation have built the military-technical cooperation with the Republic of Bulgaria based on principles of mutual respect and trust.

According to Article 4 of the Agreement between the Government of the Russian Federation and the Government of the Republic of Bulgaria on Military-Technical Cooperation dated September 5, 2002, it is forbidden to transfer to a third party the arms and military equipment received as a result of the bilateral military-technical cooperation without the prior written consent of the Russian Federation.

Thus, we are talking about another gross violation by the Bulgarian leadership of their international obligations in the area of arms control in spite of the repeated explications of the Russian Party. Transfer of arms to the combat operational zones in Ukraine will inevitably lead to additional conflict escalation and innocent victims.

We call upon the Bulgarian Party to reconsider the taken decision in order to prevent violation of the norms of the international law in the area of the military-technical cooperation.
