To the 20th anniversary of FSMTC of Russia
The Russian Federation Committee for Military-Technical Cooperation with Foreign States (KVTS of Russia) was established by the Decree of the President of the Russian Federation № 1953 dated December 1, 2000. Then it was transformed by the Decree of the President of the Russian Federation № 314 dated March 9, 2004 into the Federal Service for Military-Technical Cooperation (FSMTC of Russia).
The modern system of military-technical cooperation of Russia with foreign states (further –MTC) is headed by the President of the Russian Federation which performs management of a state policy in the area of MTC.
The Government of the Russian Federation, the authorized federal executive bodies, the state intermediary JSC «Rosoboronexport», the military-technical cooperation affiliated entities, the state corporations and the military-industrial complex enterprises of Russia take active part in realization of the assigned tasks in this area.
FSMTC of Russia exercises functions on control and supervision in the area of MTC. FSMTC of Russia is accountable to the Ministry of Defence of the Russian Federation and is working in close collaboration with its structural departments.
For the last two decades, the system of MTC proved its efficiency, became an important instrument of the foreign policy and assurance of the national security of the state, the serious factor of development of the domestic economy, at that, promoting formation of the partnership, friendly relations of Russia with foreign states.
At the moment, our country is collaborating with more than 100 states of the world. The stock of export orders over the last few years is being kept at the level of 50-55 billion US Dollars.
If in the early 2000 the volumes of annual export of the military-purpose products were not more than 3 billon US Dollars, then in recent years Russia came to the stable annual level of this index – about 15 billion US Dollars.
At present, the role of the Federal Service for Military-Technical Cooperation consists in creation of the most favourable conditions for the Russian exporters of the military-purpose products, formation of the own deliberate policy in the area of MTC, which would serve the national interests.
