Information about a provisional procedure for issue of MPP qualifying opinions of FSMTC of Russia
Subject to the Russian President’s Decree dated 26 July 2011 № 1007 «On amendments to certain acts of the Russian Federation President», the function of the Russian MoD to issue opinions on qualifying products imported to or exported from the Russian Federation as military purpose products (“the Opinion”) has been delegated to the Federal Service for Military-Теchnical Cooperation.
Subject to the Resolution of the Russian Federation Defence Minister prior to accepting the Administrative Rules for performance of the said function by the Federal Service for Military-Теchnical Cooperation, the Procedure for issuing opinions approved by Order of the Russian Federation Defence Minister dated 29 December 2005 № 550 insofar as it does not conflict with the Russian President’s Decree dated 26 July 2011 № 1007 is ordered to be guided as Provisional Regulation. Requests are to be sent to FSMTC of Russia at: 18/1, Ovchinnikovskaya Nab., 115324, Moscow, to Chief of the Export Control Department Obelchak Alexander Gavriilovich.
Opinions of FSMTC of Russia shall be issued in the letterheads of the Service on or after 30 October 2011.
Requests for receipt of opinions of FSMTC of Russia are to be sent by post or with the courier, and, in this case, are accepted by an employee of the Documentary Support Division of the FSMTC of Russia Administrative Office at the specified address (Entrance № 5) daily, from 10.00 a.m. to 11.00 a.m. and from 3.00 p.m. to 4 p.m. (Tel.: (495) 950-10-72, (495) 953-86-93).
Opinions issued by FSMTC of Russia are handed out by the Division for examination of MPP deliveries of the Export Control Department on the working days (except Friday) from 3.00 p.m. to 3.30 p.m. at the specified address (Entrance № 5) upon surrender of a power of attorney or an ID (for individuals).
