Russian Federation MTC System
The Russian Federation is one of the world’s leading exporters of arms and military equipment. The Russian Federation exports military purpose products within the framework of military and technical cooperation (MTC), an integral part of the state’s international activity and an important tool of foreign policy geared towards the pursuit of its national interests. The President of the Russian Federation is at the top of the power vertical managing the MTC system, whose function is to outline state policy guidelines for military and technical cooperation. The Government of the Russian Federation is responsible for the implementation of the state policy for military and technical cooperation.
The Ministry of Defense of the Russian Federation takes a special place in the MTC system, performing functions related to the development of state MTC policy. It is empowered with military and technical support for supplies of military purpose products (MPP), development of proposals for the list of MPP authorized for transfer to foreign customers, issue of an opinion on products for import to or export from the Russian Federation qualified as MPP, rendering of services to foreign states for training national military personnel and exercises other powers according to legislation. |
