On completing works for Russia’s transition to Tier 2 Sponsorship level of participation in the NATO Codification System for defence export products
According to the Program for a higher efficiency of after-sales service of defence export products (“DEP”) approved by the Government of the Russian Federation, Rosoboronexport OAO together with FSMTC of Russia completed preparatory works for Russia’s transition to Tier 2 Sponsorship level of participation in the NATO Codification System used by more than 60 countries.
The preparatory works included drafting of necessary regulatory acts, training of the personnel of the National Codification Centre for Defense Export Products (NCC DEP) of Rosoboronexport OAO, and installation of custom-built software for codifying Russian military purpose products according to the international requirements.
The Agreement for Russia’s official transition to Tier 2 Sponsorship level of participation in the NATO Codification System for defence export products was signed in NATO headquarters in Brussels on 8 November 2011:
for AC/135 – by the Chairman Mr.George Bond,
For the Russian side - by FSMTC of Russia Deputy Director Konstantin Biryulin and Rosoboronexport IT Department Chief Nikolay Nezalenov.
Transition to Tier 2 Sponsorship level of participation in NCS will enable Russia:
To carry out DEP deliveries in full conformity with internationally recognised requirements on codifying of items of supply and their integrated logistics support;
To independently include in the NCS Master Catalogue (involving NCC DEP capabilities) the information about exported items of supply specifying Russian Stock numbers and suppliers of these products;
To monitor reliability of information about suppliers of spare parts to DEP of Russian/Soviet origin included in the NATO Master Catalogue by other NCS participating countries, and, if necessary, modify the same excluding any possibility to place in this catalogue any false information about suppliers of such DEP;
To obtain from the NATO Master Catalogue necessary information about items of supply.
In turn, the NATO will acquire a reliable partner represented by Russian NCC DEP speaking with peers from national codifying centres the same language and providing exact and reliable information about Russian items of supply to all users of the NATO Master Catalogue.
