24 September 2008, the Federal Service for Military-Technical Cooperation, the State Corporation Rostekhnologii, and the Federal State Unitary Enterprise Rosoboronexport signed the agreement on joint efforts in rule setting.

The Agreement was concluded in pursuance of mutual interest in joint efforts to maintain improvement of legislation and other regulatory acts in the areas of mutual interest. The document was signed by the FSMTC of Russia Director M.A. Dmitriev, the State Corporation Rostekhnologii Director General S.V. Chemezov, and FSUE Rosoboronexport Director General A.P. Isaikin.

The subject of the Agreement is joint efforts, coordination of activities, and information exchange in the rule setting in the following areas:

Military-technical cooperation between the Russian Federation and foreign states, including foreign trade activities covering military purpose products;

Assistance in design, manufacture and export of hi-tech commodities; and

Other areas of mutual interest

Based on the Agreement, top priorities in relationships between the Federal Service for Military-Technical Cooperation, the State Corporation Rostekhnologii, and the Federal State Unitary Enterprise Rosoboronexport are:

Devise proposals to improve legislation of the Russian Federation in military-technical cooperation between the Russian Federation and foreign states;

Prepare and agree on draft regulatory acts aimed at improving legislation of the Russian Federation in military-technical cooperation between the Russian Federation and foreign states;

Prepare and submit proposals in a due manner on legal regulations for design, manufacture, repair and disposal of hi-tech commodities, including arms and military hardware, and legal protection of the results of intellectual activity involved in the products;

Identify contradictions and gaps in military-technical cooperation between the Russian Federation and foreign states;

Maintain information exchange on legal regulations in military-technical cooperation between the Russian Federation and foreign states;

Improve budgetary, civil, tax, currency, administrative, customs and other areas of the legislation to facilitate development of military-technical cooperation between the Russian Federation and foreign states;

Review foreign legislation regulating military-technical cooperation and export control, identify their strengths and weaknesses, assess conformity of the Russian legislation in military-technical cooperation and in other associated areas to today’s requirements providing competitiveness of the Russian participants of the foreign trade activities relating to military purpose products.
