MPP export control system
The Russian Federation operates one of the most efficient monitoring systems regarding the export of military purpose products, relying on standards of international regimes and national legislation.
The underlying documents regulating the activities of all MTC actors are as follows:
Federal law dated 19 July 1998 № 114-FZ «On military and technical cooperation between the Russian Federation and foreign states»;
Federal law dated 8 December 2003 № 164-FZ «On fundamentals of state regulation of foreign trade activity»;
Decree of the President of the Russian Federation dated 10 September 2005 № 1062 «Issues of military and technical cooperation between the Russian Federation and foreign states»;
Order of the Government of the Russian Federation dated 2 June 2007 № 339 «On approval of Regulations for holding international exhibitions of military purpose products within the Russian Federation and participation of Russian organizations in such exhibitions within foreign states»;
Order of the Government of the Russian Federation dated 6 October 2006 № 604 «On approval of Regulations for control of performance of obligations by competent authorities of foreign states on target use of certain types of military purpose products to be delivered from the Russian Federation»;
Order of the Defense Minister of the Russian Federation dated 29 December 2005 No 550 “On approval for procedure for registration and issue of options on products to be imported to and (or) exported from the Russian Federation qualified or not qualified as military purpose products» (registration number of the Russian Justice Ministry dated 24 January 2006 № 7408).
