ON THE TENTH ANNUAL COMPETITION FOR NATIONAL PRIZE «GOLDEN IDEA» FOR MERITS AND ACHIEVEMENTS IN MILITARY AND TECHNICAL COOPERATION BETWEEN THE RUSSIAN FEDERATION AND FOREIGN STATES

On 27 July 2007, the Organizing Committee announced the tenth competition for the National Prize «Golden idea».

Procedure and conditions of the competition for the National Prize «Golden Idea» in 2010 (by the results of 2009)

Annual National Prize «Golden Idea» was established by the Federal Service for Military-Technical Cooperation to stimulate export of Russian military products, develop and produce cutting-edge competitive national models of arms and military hardware, including with the Russian world class component base, upgrade earlier delivered military products, and raise efficiency of military and technical cooperation between the Russian Federation and foreign states.

According to the Resolution of the Prize Organizing Committee, the Prize is awarded for merits and achievements in the military and technical cooperation between the Russian Federation and foreign states following a previous year’s results. The composition of the Prize Organizing Committee includes officials of the Military-Industrial Commission of the Government of the Russian Federation, the Defense Ministry of Russia, the FSMTC of Russia, the Economic Development Ministry of Russia, the Energy Ministry of Russia, the Federal Industry Agency, the Federal Space Agency, the Russian Union of Industrialists and Businessmen, the League for Assistance to Defense Enterprises, and the Prize sponsors such as OAO NOMOS-BANK, FSUE Rosoboronexport, and SОАО Russian Insurance Centre.

The Prize is awarded on a competitive basis in the following nominations:

1. For Contribution to Development of Military Purpose Products – First, Second, and Third Prizes (FSMTC of Russia diplomas and prizes)
2. For Successes in Manufacturing Military Purpose Products - First, Second, and Third Prizes (FSMTC of Russia diplomas and prizes);
3. Best Co-Contractor Enterprise for contribution to raising competitiveness of military purpose products - First, Second, and Third Prizes (FSMTC of Russia diplomas and prizes);
4. For personal contribution, initiative, and diligence in support of goals of military and technical cooperation – three prizes (FSMTC of Russia diplomas and prizes);
5. For input in outreach on military and technical cooperation, promotional and information support to export materiel – First Prize (Honorary Diploma of FSMTC of Russia and prize); and
6. Young Talents – for achievements in military and technical cooperation, development, and manufacture of arms and military hardware – five prizes (Honorary Diplomas of FSMTC of Russia and prizes).

Entities of military and technical cooperation, developers or manufacturers of military purpose products; MTC-affiliated joint ventures established and operating in foreign states (a bid to be submitted by the Russian founder), their author teams and individual employees directly participating in the export of military products may compete for the Prize.

An author team of no more than 10 people may compete for the Prize in the nominations «For Contribution to Development of Military Purpose Products» and «For Successes in Manufacturing Military Purpose Products». Candidates for an author team may be nominated with due regard to assessment of their creative contribution. An author team may be composed of employees of different organizations, one of them on consensus basis being determined as head organization.

Challengers for the nomination «For Contribution to Development of Military Purpose Products» may be admitted for the competition if their deliverables were put into practice in 2009.

Developers and producers of components, units, devices of systems of various types of weapons and weapons support systems, having improved competitiveness of export products, may compete for the nomination «Best Co-Contractor Enterprise». An author team of no more than 10 people may compete for the Prize in this nomination.

Only individual employees may be nominated for the Prize in the nominations «For personal contribution, initiative and diligence in support of goals of military and technical cooperation», and «Young Talents». Challengers who were under 30 in 2009 are admitted for the nomination «Young Talents».

Mass media companies, organizers of exhibitions (expositions) of military purpose products or Russian organizations involved in preparing and holding such exhibitions (expositions) or their representatives may compete for the Prize in the nomination «For input in outreach on military and technical cooperation, promotional and information support to export materiel».

Competition Stages

Stage 1. Competition Announcement

Competition is announced by the Prize Organizing Committee on 27 July 2010 by posting publications in mass media. In addition, the FSMTC of Russia sends invitations to potential competitors for participation 2 months at the latest prior to the deadline for submitting bids.

Stage 2. Bids Submission

To participate in the Competition, by 1 November 2010, it is necessary to submit to the FSMTC of Russia a bid containing the Prize nomination, a project’s name, resumes of competitors, the name of the Federal Ministry (Agency) to which a competitor belongs. Bids are submitted on letterheads of a nominee’s organization signed by its CEO, numbered, and dated.

The bid encloses a description of a project in an optional form, a report on 2006 deliverables, a total evaluation of the project, and grounds for its recommendation, starting and closing dates, as well as the period and results of practical application, economic effect, quality of products, including warranty and post-warranty services, claims and remedial measures, authors, their personal accomplishments in the military and technical cooperation; other information most fully representing results and successes of competitors, including comparison with foreign competitors. The Bid includes comments and opinions of a project, extracts from decisions of a council, a meeting, or a board of a recommending organization, relevant publications in mass media, etc.

Data about authors should include a surname, a name, a patronymic name, a date of birth, a work place, a post and home addresses, and a contact phone.

To compete for the Prize in the nominations «For Contribution to Development of Military Purpose Products» and «For Successes in Manufacturing Military Purpose Products, «Best Co-Contractor Enterprise», it is recommended to submit a copy of accounts of a competitor organization by results of 2009 in a prescribed form (with notes of Russian Federal Tax Service).

Belated bids and additional materials are not admitted for the competition. Projects containing sensitive data are delivered to the FSMTC of Russia in a due manner. Materials presented by competitors are not subject to return. Projects awarded with the Prize may not be submitted for recurrent competition.

Stage 3. Bid evaluation and announcement of Prize winners

To carry out expert study of submitted bids, the Prize Organizing Committee appoints a team of experts composed of representatives of member organizations. An expert team may invite specialists of other federal government authorities, public authorities, and NGOs. An expert team works according to the rules approved by the Prize Organizing Committee. Results of an expert team work are recorded in the minutes.

The Prize Organizing Committee reviews materials and minutes delivered by an expert team. The Prize Winners are announced by results of secret ballot of members of the Prize Organizing Committee.

The FSMTC of Russia wraps up results of the competition for the Annual National Prize “Golden Idea” based on 2009 results by 1 December 2010.

Stage 4. Ceremony of awarding Prize Winners

Prize Winners are awarded with diplomas of the FSMTC of Russia and memorable gifts during a solemn ceremony held in Moscow in December 2010.
