The order and terms of the competition for the National Premium “Golden Idea” in the year 2005 (according to the results of the year 2004)
The annual National premium “Golden Idea” (further called “Premium”) is instituted by the Federal service for military-technical cooperation (FSMTC of Russia) in order to stimulate the Russian munition export, the development and producing of the newest competitive export-oriented domestic armament and defense technologies samples, including Russian component base of the world level, the earlier delivered production modernization, and also the efficiency enhancement of military-technical cooperation of the Russian Federation with foreign countries.
The prize is personal and is awarded in accordance with the decision of the Organizational Committee of the Premium for merits and progresses in the sphere of military-technical cooperation of the Russian Federation with foreign countries, withstanding the results of the previous year. The Organizational Committee of the Premium consists of ministry of defense direction’s representatives, and also the representatives from the FSMTC of Russia, the ministry of economic advancement of Russia, the ministry of industry and energy of Russia, Federal Agency of industry, Federal space agency, the Russian union of makers and entrepreneurs, the League of assistance to defense industry enterprises, and also sponsors of the premium JICB “NOMOS-BANK”, OC JSB “EUROFINANCE MOSNARBANK”, FPUE “Rosoboronexport”.
The Premium is competition-based. The competition has the following nominations:
1. “For contribution into the sphere of export-oriented munition” – The first, the second, the third premium (the diplomas of the FSMTC of Russia and prizes).
2. “For progresses in the sphere of producing export-oriented munition” – the first, the second, the third premium (the diplomas of the FSMTC of Russia and prizes).
3. “The best enterprise-cooperator” – for contribution into competitive ability enhancement of export-oriented munition – the first prize (the diploma of the FSMTC of Russia and prizes).
4. “For personal contribution, initiative and zeal in military-technical cooperation solutions” – three premiums the diplomas of the FSMTC of Russia and prizes).
5. “For contribution into propaganda of military-technical cooperation and data assistance of export-oriented munition”- the first premium (honorary diploma of the FSMTC of Russia and prizes).
6. “Young talents” – for progresses in the sphere of military-technical cooperation, development and producing of export-oriented armament and defense technologies samples – five premiums (honorary the diplomas of the FSMTC of Russia and prizes).
As the Premium competitors can act: the subjects of military-technical cooperation; the enterprises- developers or producers of munition; joint enterprises in the sphere of MTC, founded and acting on the territories of the foreign countries (in case of lodging petition by Russian enterprise- promoter); federal executive power bodies, and also their composite authors and separate workers, taking part in the munition export process.
A competitor for the Premium in nominations “for contribution into the sphere of development of export-oriented munition” and “for progresses in the sphere of export-oriented munition producing” can be a group of composite authors of not more than 10 persons. The nomination of candidates into composite authors’ group is made according to the creative contribution of each of them. The group of composite authors can consist of the several enterprises’ workers. In this case, on overall agreement, one of such enterprises is defined as maim nominating enterprise.
The competitor nomination for the premium “for contribution in the sphere of development of export-oriented munition” is admitted if the results of their works are practically realized in year 2004.
The subjects of MTC, and also enterprises-developers and producers of complexes of deferent types of arm and means of its fighting use provision going for export can not be competitors for the Premium “Best enterprise – cooperator” nomination. The group of composite authors, consisting of not more than 10 persons, can be nominated for the premium competition in this sphere. Just separate workers can be nominated for premium “for personnel contribution, initiative and zeal in the military-technical cooperation solutions”, “Young talents”. Competitors (those in 2004 are not older than 30 years) can be nominated for the “Young talents” premium. The institutions of mass media and their separate representatives can be nominated for “For contribution into propaganda of military-technical cooperation and data assistance of munition export”.
The stages of the competition carrying out.
Stage1. the competition announcement.
The competition is announced by the Organizational Committee of the Premium on 28 of July 2005 i.e. reported in mass media via placement of appropriate publications. The FSMTC of Russia additionally sends invitations for the potential competitors not later than in 2 month before the application lodging term ending.
Stage 2. Application lodging for taking part in the competition.
For taking part in the competition one should lodge an application, where one should point the nomination for competition, brief information on competitors, managerial-jural form and departmental appurtenance of the competitive enterprise.
The application is enclosed with the work description, that is made up black and white in arbitrary form and should include: the main content of the work, realized in the year 2004; the overall evaluation of the work and arguments for its nomination; the information on date of its beginning, ending, and also the period of its practical realization, got economic effect; the information on quality of the production supplied, including organizations of guarantee and further servicing, claims and steps for their satisfaction; the information on the authors, their personal progresses in the sphere of military-technical cooperation; some other information, giving the most comprehensive representation about the results and progresses of competitors’ activity, including the comparison with the foreign competitors. The application should also be enclosed with references and conclusions concerning the represented work, extracts from appropriate nominating enterprise committee, assembly or collegium’s solutions.
Information about the authors of the nominated projects should include: the surname, name, patronymic, date of birth; place of work; the position held; business and home address (with the post index indication) and the phone number.
In the case of nominating for the Premium in “for contribution in the sphere of development of export-oriented munition”, “for progresses in the sphere of producing export-oriented munition”, “best enterprise-cooperator” nominations it is recommended to present a copy of enterprise-competitor’s account book with sum up of the year 2004 by the forms established (with the notes of DTS of Russia).
The applications for competitions are signed by the chief of the nominating organization and should be marked by date and number. The applications are lodged to the FSMTC of Russia from the 1st of August 2005 till 31 of October 2005. Applications and the additional materials, lodged on the expiry of the indicated terms, are not admitted. The projects, containing confidential information, are addressed to the FSMTC according to the established order. The materials presented by the competitors are not for return. The recurrent nomination of the prize awarded projects is not admitted.
Stage 3. Evaluation of the presented projects and indication of the Premium laureates.
The Premium Organizational committee forms the expert group from number of organizations’ representatives (the direction of which is included in its membership) for systematization of the lodged materials according to the nominations and their primary expert evaluation. The specialists from the other federal bodies of executive power, governmental and common organizations can also drawn to the work of the expert group. The work of the expert group is carried out according to the order, affirmed by the Premium Organizational Committee. The results of the expert group work are recorded.
The materials presented by the expert group and the record are considered by the Premium Organizational Committee. The three pretenders for the Premium in each of the first five nominations and also five laureates in the nomination “Young talents” are defined by the method of expert judgment and ballot vote. Then, the Organizational committee defines the laureates of the Premium in the nominations and sums up the results of the competition for the annual National premium “Golden Idea” for 2004 up to the 10th of December 2005 by ballot vote.
Stage 5. the carrying out the ceremony of the premium laureates bestowal.
The reward of the premium laureates with diplomas of the federal service for military-technical cooperation and with memorable prizes takes place in a solemnity in Moscow in December 2005.
